It stops the leaks that come through a failed frame, which is most of them. If water is entering because the window well has no drain, the well has to be fixed as well. We look at both so you are not paying twice.

No, and that matters. A sleeping room below grade needs a compliant egress opening, which glass block does not provide. For a bedroom you want an egress window, and glass block for the other openings.
