Plenty of Ontario homes are newer, and their owners are often surprised when water shows up in a basement that is only a few years old. New construction usually has a footing drain outside, but that drain sits under backfill that settles for years. Silt works into the pipe, outlets get buried or crushed, and a drain that worked on move-in day can quietly stop carrying water away.
The soil does not help. Ontario sits on the water-holding glacial clay found through Richland County, and it drains slowly, so after heavy rain or spring melt the ground beside a basement stays full for days. On a lot that slopes, the uphill side of the house carries the most water. That wall is where the cove joint, form-tie holes and shrinkage cracks in poured concrete start to seep first.
Newer basements also bring newer features that can leak. Egress window wells, which let a finished basement have a bedroom, collect rain and snow and can overflow around the window. Floors are often finished right away, so a small leak shows up as damp carpet or a warped baseboard. Summer humidity condensing on cool concrete adds moisture that is easy to mistake for seepage, so we check both before recommending anything.
When the outside drain has stopped working, we put a new one inside where it can be serviced. The crew removes a strip of floor along the walls, sets perforated pipe at the footing in clean stone and runs it to a lined sump pit, with cleanouts so the line can be flushed later. On the uphill wall we make sure the drain has plenty of capacity. Form-tie holes and cracks are sealed with injection.
Egress window wells get a proper drain tied into the system and a clear cover. The sump pump discharges well clear of the house, and a battery backup covers outages. In finished basements we plan the work to remove as little as possible. For summer condensation, a dehumidifier sized to the space keeps the air dry, and we check downspouts and grading on the uphill side.

It can be either. Humid summer air condenses on cool concrete and looks a lot like seepage. We test the walls to tell the difference, and a dehumidifier often fixes condensation on its own.

Usually yes. We remove only the lower part of the finish along the walls where the drain goes in. Once the system is working, your contractor can patch it back.
Those are usually form-tie holes left when the walls were poured. Water finds them when the soil outside is wet. We seal them with injection and drain the wall.
